I'm Suprised That It's Only 60%

Nearly sixty percent of cigarettes are smuggled in New York due to a high tax of $5 a pack

With a van and some start-up money, a day trip to Virginia — where cigarettes are taxed 30 cents per pack, compared to $5.85 in New York City — could net a smuggler more than $40,000 in profit when the goods are resold in the city.
